EU Customs Code reform implementation (handling fee and parcel rules)

From 1 July 2026 the EU will end the €150 “de minimis” customs exemption for low‑value parcels and introduce a temporary flat customs duty on small consignments, with separate proposals for a per‑parcel handling fee under the wider customs reform. This changes how low‑value e‑commerce shipments from non‑EU countries are taxed and processed across the bloc.
